Measuring Skills in the Post-16 Sector
A
scoping study to define success criteria for the post 16 sector that will be
used to assess and gauge provider performance in delivering education and skills
training to learners. This project involved the development of the conceptual
thinking and policy on what constitutes success and gaining consensus on the
success measures to be used with the DfES
and its major partner organisations the Learning and Skills Council (LSC),
Inspectorates (OfSTED and
ALI
), the Qualifications and Curriculum
Authority and the several thousand provider organisations. Using balanced
scorecard analysis techniques our team prepared and agreed the main success
measures to be used and the key interfaces between them and other initiatives
covering improved development and performance planning and performance review.
